Virginia Cassady focuses her practice exclusively in the area of local government law and has done so since August, 2000. She currently serves as City or Town Attorney for three cities. In September, 2001, she was appointed as the City Attorney for Edgewood. In September, 2006, she was appointed as the City Attorney for Mascotte, and in March, 2007, she was appointed as Town Attorney for Ponce Inlet.
Virginia has served as Associate Attorney for the following cities: Palm Coast, Daytona Beach Shores, Orange City, Sanford, Oviedo, Casselberry, Windermere, Maitland, Mount Dora and Lake Mary. For three years, Virginia served as the Casselberry Code Enforcement Board Attorney. In the last seven years, she has provided meetings' counsel for the following Cities: Edgewood, Mascotte, Ponce Inlet, Palm Coast, Orange City, Casselberry, Lake Mary, Mount Dora, and Maitland. She also assisted the City of Palm Coast in acquiring its water and wastewater utility system, a complex eighteen-month project involving four lawsuits, administrative proceedings, negotiations, and, finally, successful acquisition.
As a municipal attorney, Virginia has handled all aspects of local government law, including, but not limited to, litigation, employment law, police legal advisor, code and charter revision, contract and franchise negotiations, questions of compliance with state and federal (including constitutional) law, land use, comprehensive planning, and zoning issues, and sunshine law/public records compliance. She has successfully defended Palm Coast, Daytona Beach Shores, Casselberry, and Lake Mary in appellate litigation.
Virginia has taught numerous workshops for elected officials, staff, and board members for the cities she has served on topics such as quasi-judicial proceedings, sunshine law, dual officeholding, parliamentary procedure, and pubic records law. She was a seminar instructor at the 2004 Annual Florida Municipal Attorneys Association Conference. In October, 2006, she prepared materials and taught the ethics portion of a continuing education seminar entitled Special Districts in Florida for attorneys and staff of local government entities.
Virginia is a member of the City, County and Local Government Law Section of the Florida Bar and is admitted to practice in the federal Middle District of Florida. She is also a member of the Florida Municipal Attorneys' Association (FMAA).
Virginia has been substantially involved in volunteer community service. She served as the Chairperson of the Board of Directors at Tuskawilla Presbyterian Church Preschool and wrote and implemented the Preschool's personnel policy handbook. She also served as an elder and chairperson for the Christian Education Committee. She was a Reading Mastery Instructor for elementary school children with reading difficulties at Keeth Elementary School in Winter Springs.
Virginia is married to Brian Bolton. Their two children are Kevin and Kelly.
